  <dc:description>D. B. Phillips was born in Eglwyswrw.  He moved to Treorchy with his parents when he was young but returned to Pembrokeshire as an adult.  He was a fully qualified sanitary inspector and also a builder and contractor, being employed for many years as sanitary inspector to Haverfordwest Rural District Council.  He was a deacon of the Bethel Baptist Chapel, Fishguard, a Freemason, and Chairman of the Fishguard Cymmrodorion Society.  He wrote elegiac, bardic verse for which he was well recognised and won several chairs at local eisteddfodau</dc:description>
